Presentation of the book "Standing up to absolutism: The Junta de la Província and the Caixa General (1749-1804)" by the author, Jordi Llimargas.

The Great War (1793-1795) with the French Republic required the recruitment of civilians in Catalonia to assist the army of Charles IV of Spain. In 1794, the Convention troops crossed the Pyrenees. The need to defend the entire border and recover the occupied towns led to the convening of a Junta de la Província or Catalan Assembly during the months of December 1794 and January 1795. About fifty representatives of the parties or former vegueries of the Principality met in Barcelona and Girona consecutively. Their objective was to organize bodies of volunteer miquelets and finance them autonomously and separately from the Intendencia and the Royal Treasury. The initiative is explained because the Bourbon regime of the New Plant did not foster efficient institutions or governmental practices. Examples of its lack of hegemony are both the opposition to compulsory military service —and the insurrection against the quintas of 1773— and the complaints surrounding the Cadastre.

Jordi Llimargas describes the work of this Provincial Council to learn about the alternatives that the members applied to the demands of Catalan society in the nineteenth century. He also explains to what extent certain political reform projects presented during the eighteenth century guided the work of members aware of the irreparable loss of their own laws and institutions in 1714.
